Just an update, we currently have 8 runs by 8 different individuals and several others have expressed interest in the category.

Got a decent attempt in. I'm sure others will find better alternatives and optimizations but this is what we've got so far. I'm excited to see what the community will do with this!

Here are some of my thoughts as far as rules go for this category, anyone who is interested in this category please provide input:
-Kill all Goombas in the game and then beat the game. -Mystery Goomba in BitS is omitted (can't do anything about that, also the All Coins CE omits an "impossible coin"). -Since this is similar to other 16 star categories, LBLJ is allowed, SBLJ is banned, etc. -Timing starts from power on (or reset) and ends when the big star is collected at the end of the game (the first frame that the star bursts into dust). The final Goombas in BitS are literally right in front of the Bowser 3 entrance, so might as well finish the game.
We need community input on the following:
-What counts as a successful "Goomba kill". Does a coin have to come out of a Goomba? If so, does punching a goomba off stage and not seeing the coin count? -Tiny Goombas in THI are especially tricky. If a tiny Goomba touches Mario, they “poof” and disappear without spawning a coin. Does this count? -Sometimes Goombas fall off a stage on their own. Apparently, they despawn at the bottom of the stage. This could be considered a Goomba “death” instead of a Goomba “kill”. Do Goomba deaths count? -If you die without killing all the Goombas in a stage, should you be required to kill all the Goombas again, or be allowed to pick up where you left off?
Any thoughts? Other areas of concern?
Any progress on this? Myself and several others are interested and putting routes together. We want to make this happen!

"For console (N64/VC) runs re-mapping of controller inputs/outputs is allowed, with the following restrictions:
The re-mapping scheme at the beginning of the run must remain for the entirety of the run. That is, a runner using a controller that maps buttons to analog inputs (e.g. Boxx) must use a controller with that re-mapping scheme for the duration of the run. Swapping controllers to ones with the same re-mapping scheme (e.g. swapping from OEM N64 to Hori Mini Pad) is acceptable.
There should be no overlap in mapping analog to analog inputs or analog to digital inputs. (You cannot map analog up to both a control stick and the “A” button.) Digital inputs can be mapped to multiple buttons as it does not provide a competitive advantage. (The hori has two Z buttons, but only one press is registered if both buttons are pressed simultaneously. This is acceptable.)"
Other than those restrictions, you can use whatever controller/gamepad you want, it's all preference. Although, an OEM N64 controller is usually regarded as the best option.

You need an SM64 ROM. For legal purposes, no one can tell you how to legally obtain ROMs but I'm sure you will find one.
Once you have the ROM you just tell PJ64 to open that ROM, where ever you have it located in you computer's file system. You can also set a default ROM folder in PJ64, that way PJ64 knows to look in that folder for ROMs automatically.
As EnchantedTorch said, if you plan to submit runs you should be using PJ64 1.6. The resources tab on this page has a link to the 1.6 download:
The recommendation you will probably get from most people (which is also my recommendation) is to use an OEM N64 controller with a Raphnet N64 > USB adapter if you are playing on EMU. I've also heard that Retrobits are okay controllers.
I don't know anything about Miadore controllers or their quality. If wear and tear is your problem, you might have the same issue even with better controllers. Is it the stick that's wearing out? The buttons? Either way, it depends on how rough you are with the controller. Although BLJs can be spam intensive, they don't have to be if you learn the correct timing. You don't have to jam your stick back super hard or mash the crap out of your jump button. This video may be helpful for getting successful BLJs without destroying your controller:

I'm not completely against this idea, but at the same time it seems unnecessary.
31 Star is a CE because 16 star replaced it as the new any% when MIPS clip was discovered. It's also not very popular (although I love this category) which is even less of a reason to make it a main category.
50 star is a CE probably because it seems silly to not BLJ through the 50 star door, but then BLJ through the 70 star requirement on the infinite stairs, when you could either BLJ through both (16 star) or not BLJ at all (70 star). Also, it's not very popular.

Like max said, you have no stars to enter WF. But besides that, I can't imagine either the Elevator tour in LLL or the HMC BLJ stars being faster than DW Reds. Although those stars can be faster than DW Reds if your DW Reds is bad, the time it takes to re-enter those worlds and the exiting animation all adds up. I'm not an expert by any means, but I don't see this being faster.

If it's SM64 only, that's a pretty clear sign that the cartridge is the issue. I'd suggest getting a new one. Depending on the categories you run, authentic Japanese cartridges are really cheap.
Yeah, although the mods are probably not super strict about it, just play it safe and make sure the game audio is audible. It would really suck to get a really good run/PB and it gets rejected simply because the game audio wasn't audible.
I don't think the platform matters. Just as long as there is a video of your run. I think the only thing is it has to be a permanent link. For example, the rules say twitch VODs have to be highlighted because the original VOD gets deleted after some time, while highlights are permanent.
As stated in the rules, video of your run is required. There's no way around that. The run does not need to be live streamed. If you can't live stream, you can record by some other means. Are you not able to record some other way?
Is it just sm64 specifically? Does it happen with other cartridges? What's your setup like? Having the console on a solid surface that doesn't move is a good idea. Also, if you change controllers during your run, don't place your controllers on the same surface as the console.
Pictures/video/evidence would also help people understand exactly what's going on.
