You wanna try again, bud? I stopped checking the activity of each mod for that game after the first 5 (4 of which have all been on within the day, or week). And that's only half the mods.
Go contact one of the 20 mods the game seems to have directly, or post on their forums. This is a last-resort thread.
Well you didn't tell us what game that is so we can't help figure out if they're truly inactive or not. Additionally, we can't find out if you've asked them on that game's forum specifically. I would request for new categories on that game's forum specifically. Also, if the mod is inactive, submitting a run to that leaderboard, waiting a few weeks, and asking for mod status is a pretty quick and easy way to get things rolling.
But yeah, go ask the forum for that game.

uh i glanced at whatever cuphead is and my guess would be someone requested the game, then took on a malicious moderator by accident (or intentional, idk).
I believe you need a recorded run to request a game so there's only so much the site admins can do to keep the idiots out.
Rules or "what is required" varies from game to game, community to community. Most games require video evidence, some are okay with screenshots (typically games going for a highscore or are difficult to record). If a game has a bunch of runs with no proof at all, it's probably a meme game anyways, or someone is trolling.
