Picture proof is generally maintained game to game and sometimes by run times, so ask on the boards of the games that you want to run. Some games allow picture proof beyond a time threshold, (eg. WR run is 1hr, picture may be accepted for 1hr30m or longer,) whilst some won't allow evidence like that at all.
Streaming a game is certainly the easiest way of getting evidence, however since you're asking about alternate methods beyond uploading to youtube I'll assume your internet isn't that good. Unfortunatly, there isn't much else you can do, you would always need to host it on some video hosting website, though DailyMotion may be an alternative if you're just adverse to using YouTube.

There isn't really much you can do. Some games tie AI logic, physics checks and other things to framerate. Whilst playing Lego Batman on my old computer there was certain things that would behave different for me than the other runner, because my game was running at 20fps. It's something all PC games have to deal with, and even some multi-generational games.

I'm sure some people have bought a japanese WiiU, however I believe many use the Homebrew channel (Generally used for hacking games and such, but can be used to spoof your consoles region)

I've seen both happen, and the admins never seem to complain about either. Perhaps if it's a rather large idea with some bulk to it, make a seprate thread for it, but if it's a small thing on an existing feature post it in the feedback?
Can't help with a capture card, I have no experience of them. Split software runs on your PC, and several pieces of software can be found on the Resources page. www.speedrun.com/resources For streaming you will need some broadcasting software. Some of these can be found on the resources page too. OBS has more tool support, however can be unstable at times, sometimes crashing or losing sound/image from a capture card. XSplit is much more reliable, but has a bit less tools than OBS, though has been catching up in the most needed and used tech tools.
No, you don't need a speedrunning licence, however if you use XSplit and gain a Twitch Partnership, you will need to purchase a commercial copy, but that would likely be a long way off anyway.
If you get into speedrunning, a useful item to purchase may be a USB footpedal, which can be used to split rather than pressing a key on the keyboard, allowing for more precise splitting while not running a PC game.
Power Blocks are different from cheat codes. As far as I know the cheat codes instantly unlock the red bricks, while finding and earning the red bricks requires you to also purchase them with studs.
Cheat codes would have to be an entirely new category as some of the things you unlock will give you an advantage over a non-cheat run, such as invincibility or faster walking. Invincibility would allow you to just walk through most combat situations you would otherwise have to fight through.
If you were wanting a chance to use the power bricks though, a 100% run may be for you. Although there are no rules set currently, they would probably be something like: Time starts when you press "New Game" Time ends when you press Finish/Continue story after 100% your last level, OR you purchase the last collectable. You are allowed to use any item you purchase, including Red Bricks and Upgrades. Cheat codes are not allowed.
Well go complain on the game's forums, as obviously there are mods there that are contradicting each others decisions. Nothing we can do about it here.

Rules for submission are a community based thing. That includes the requirement for proof of a run. Only 4 second or not, if that community requires proof, then you must show your proof.

Information for an individual game will vary game to game. In general, the bigger the games community, the bigger the pool of information will be. For a game like Pokémon Mystery Dungeon there will likely be a lot of information on Bulbapedia, but again as a new game the information may be limited.

As an extra note - If you do run the game you will want a way to record your runs. A camera is fine, you don't need to show your splits on screen, but if you really want to get into it I'd suggest a 3DS with a capture card in it. Never used one, so I'm afraid that's all the information I can provide on that.
People generally aren't willing to pay for a mediocre game, even at ~$1, unless they're playing it as a joke or as a meme game/race, especially when there are so many other better games out there to play.

Some of the earlier Lego games lack a windowed mode option. Lego Indiana Jones has no option, and has no windowed functionality, while Lego Batman has no option, but has windowed functionality.
From what I know, if the following advice doesn't work then the game can't go into windowed mode.
Find the shortcut for the game, right click it, then click "Properties". Go to the "Shortcut" tab and find "Target" In the "Target" box, at the end and after the " marks type -windowed
This should force the game to open in windowed mode, if the functionality for it is available.
