Except that the zeroes are not redundant and occur relatively rarely (1/100 if game uses centiseconds).

This is a very minor issue though.
I have already added plenty of runs on other leaderboards (OutRun, for example). I don't want to be "first" or "second" when there's five runs faster than mine.

One problem with this approach is that the videos would look like TASes (there's no indication of resetting anywhere).
It's a shame that his account don't exist anymore, but nothing indicates that his Batman runs were cheated. He streamed his attempts on Twitch and even started each attempt from the EverDrive menu showing that he wasn't playing on emulator.
Deleting his runs is up to the mods of individual games, but in this case it feels like erasing an important part of the history of the game.

He has already removed all his runs at least once or twice before, so this is nothing new.

The execution is quite simple. From TASVideos: "If you push the jump key on the exact right frame (one frame before you land) and don't press any of the arrow keys, the velocity of the previous jump transfers to the next one."
It's a pretty stupid 1-frame trick that's hard to do consistently, but it can save a bunch of time.
You can switch to 4-speed any time you want between races, it's not an option you have to set before starting the game. The category is already like that and I've already thought about it before :D
Of course you have to be pretty good at the game to actually pull it off.
I don't think uploading the whole video isn't absolutely necessary. Showing just one whole lap before the fast lap would be equally enough (nobody would make a save state for that).
Well, we can just rename the category to Lap 2 and require either showing the reset or pausing the game and restarting it that way.
Hopefully other people share their view on the rules.
Loading a rom is basically just turning the console on (equal to a hard reset).
Hopefully someone submits runs! Empty categories don't look that nice ;)
Hmm, the runs become longer if you can't use your speed from an earlier lap, because you have to restart from lap 1 each time :D
I sort of understand what your idea was, but it makes it take longer to get a good time when 50% of the laps are quite meaningless.
I changed the wording a little bit, because it sounded as if 2nd lap was the only one allowed. You can continue your attempts for as long as you wish after lap 1.
I added some extra categories and you two as mods. Might still move them around at some point.
Whatever you guys want. I'd be fine both with disallowing save states or allowing runs if "state loaded" is clearly shown slightly before starting a new lap.
Fastest laps from races (any car) could also be added if there's any interest.
Another issue is that people would be tempted to start their fast laps from a save state after making a mistake, which I'm not very fond of (because I'm old and grumpy console player). But I guess it could be accepted just for the sake of convenience.
