This is laughably bad. Go watch my 100% PB for a better 6-T. Can definitely bring this down a lot lower.
Highly doubt it. Why would there be RTA ILs though if there are IGT ILs that already exist? This goes for all other NSMB games too.

1-1: Nothing to say here 1-2: Avoid bonking (easy fix) and remember to hit 2000 on the flagpole 1-3: Polish the ending up by triple jumping to get 2000 on the flagpole 1-T: Learn WR movement to get 487 first door 1-Cannon: Nothing to say here M-1: Can save a few frames with better star grab movement M-2: Nothing to say here except make sure you get backup gold flower from roulette at CP M-GH: Practice 2nd room movement, polish up climbing stairs + center door entries M-B: Get a better beginning pipe entry and also end pipe entry (see WR for visual cues) M-Cannon: Don't get hit lol 6-1: Make sure not to lose speed while dash flying or you won't make it all the way 6-GH: See WR for more optimal movement 6-A: Polish the wall kicks before star grab (see WR) 6-T: Wall kick off burner and get on coin block in beginning to climb faster (also see WR for the rest of the level) 6-4: Where you got hit, you should've crouch jumped to avoid so and improve building P-speed (see WR) 6-5: See WR lol 6-Ca: See WR for how to do a good level + both Bowser fights

We discussed a max score category before, which would follow a Cannonless path to 4-Ca and then coin grind. The problem with minimum score is obtaining frame-perfect 001 times with the flagpole like @JoshTGR mentioned. It also doesn't have as much interest because of the long coin grind part but its doable.
