Standardizing Timing for Runs.

It has been decided that we need to have a consistent and easy to understand method to retime runs of this game without loads. There have been changes in timing methods in the past, but they have never been applied to every run on the board, so timing methods between certain runs vary. To help with retiming the runs on this board, I've created a document (mostly) explaining the timing that we've agreed upon, as well as spreadsheets to keep track of which runs have been retimed. It may take a while to get every run updated and to update the rules on the leaderboard, but I have winter break and good help with this project. Feel free to ask questions, whether on this site or the discord.
