I got 2 cycle a few times on accident but is there a way to do it consistently (yes I know I need to jump cancel)
I've never been consistent with a one cycle but two cycling is pretty common, best I can say is it seems to work best if you jump cancel as fast as possible and be sure to hold up while doing it.
The way I did it was to stand a little bit away from the gate and let him hit me so I landed behind him and then jump cancelled him to death, it isn't the most streamlined way of killing it, in fact it loses a second compared to the fastest times but I did it for consistency.
I play on the gameube so when i do it i stand behind eggman and spam a and x over and over while holding up. It sometimes works

Deleting it reduces some in built lag that only the PC version has, it's pretty much essential when it comes to that boss as you're really relying on luck factors on whether or not you 1 cycle it. It also reduces lag so it's faster ;P

XBLA and PSN have been separated into different sub-categories. While this may stifle competition in the console boards overall, it should make things more fair.
I have manually retimed all of the XBLA runs above a certain time threshold without cuts
