Emu can load faster or slower than your computer so it doesn't make sense to have it as a category since it'll differ for almost every person based on their computer
What timmi said. We had this discussion before a few years ago, and everybody agreed that it is just way too inconsistent to have it as a competitive category. Emu is allowed for some of the handhelds because the difference is negligible. For KH2, however, the difference could be 10 minutes one time, 20 minutes the next run, and 30 minutes the run after that. Just way too inconsistent.

It won’t be that drastic, but yes. Loading can differ by small amounts mostly because PCSX2 isn’t optimized the best. Something like having an extra browser window open or something like that can affect the load times a bit. Casually, you’ll never notice the differences, but when doing runs it’ll become apparent. Emu also has some pretty bad input delay compared to console as well for what it’s worth.
