Upon discussion it was decided that runs for all categories, will have a lower cap of 60FPS, for both Capped and Uncapped restrictions. This should make the runs more accessible in terms of installation, no need for external software, and any FPS changes that need to be done can be done from in-game (specially in newer patches).
Old runs that utilize any FPS cap lower than 60, will be moved to an archived category during the next days, to give some time for players to do new runs to refill the categories.

The discussion is about having the lower FPS Cap be limited to 50 or 60 FPS, on only Capped runs, or also on Uncapped ones. This only affected All Sols and Seals runs, because Any% and True Ending were extremely reliant in a specific 50 FPS strat to ensure runs could work, without a extremely difficult and softlock-able strat right at the end of a run. But today, another backup strat that only requires 60 FPS was found, making the run more feasible without needing external software to be able to efficiently run or learn these categories. While 50 FPS could make some parts easier, it wouldn't be mandatory anymore, so we're discussing about how to proceed next.

There's a few things to announce regarding Memories of Battle.
The first one is that the rule regarding Qi charges before starting a run has been changed: Runs must have no Qi charges before the first boss (can be achieved by retrying). This is to minimize pre-setup before run attempts, hopefully leading to less possible burnouts for grinding later on. The HP setups (which only affect Jade runs anyways) before a first boss are still fair game. The runs affected by this change are only 4, which we're still debating if to remove or not since most are already obsoleted anyways.
The second change, is that Memories of Battle will now follow a NMG ruleset. This doesn't affect any current run, and it was done in order to make it more compatible with any possible future game changes. This would also make boss phase skips banned, which fits more the idea of the category overall.
Another small thing, that wasnt fully included yet in NMG rules, is that boss phase skips will also be banned. Right now this only applied to Lady Ethereal phase skip which is the only one we know it's possible (on speedrun patch at least). You can check the updated ruleset in [this post].

UPDATE 10th November 2024:
Regarding to the FPS rule, the leaderboard has been split to allow both capped and uncapped runs. Capped runs have been copied into Uncapped, and any old runs that either had no capped FPS or FPS display had been moved into Uncapped.
Capped FPS will require FPS display and max limit of 60, while uncapped will not need FPS display and no upper limit. Runs will still have a lower cap of 50 FPS due to physics heavily changing, and any runs under that threshold will be rejected on both categories.

FPS Rule
It was discovered recently that high FPS yields faster movement and dashing speeds than lower FPS through some tests, and a vote was held in the [community discord] in that regard. It was decided that from now on, full game runs will have a high FPS cap of 60 FPS. Any runs submitted from today onward (21th Oct 2024), that don't follow this rule, will be rejected. Runs submitted / accepted up till now at higher FPS than 60 might be held with scrutiny for top runs, in case any issues arise in the future. The low FPS limit is still 50.

Both of these rulings will not affect ILs for now.
Timing Changes
In the other hand, there were some changes and additions to the Autosplitter recently (thanks to suntzu) which helps with certain boss splits, specifically with Eigong split.
In order to make the timing consistent with the Eigong autosplit (and for less things to worry on the run's end) the timing end will be delayed slightly after Eigong is killed, up to when the save icon shows up and the cutscene starts. All existing runs will be retimed to match this change.

Due to some changes in how the Load Remover works, we decided to change the Intro Skip time offset to 7:05 instead of 7:18. All existing runs with intro skip will be retimed to reflect this change, thanks for your attention :)

The leaderboard is currently accepting submissions from now on, feel free to join the Discord for any more discussions or talk with the community. Most of the current knowledge on the run, and PB/WRs have been shared there lately (in case you're interested in watching the routing and run history).
Here's a quick recap of the rules:
- Game will be using loadless timer for submissions. There's a load remover for LiveSplit you can use for this.
- There's an option for using a save to skipping the intro sequence.
- A minimum FPS cap of 50 (no lower than that), and FPS display will be required eventually, so make sure to prepare it.
- No mods, and no Alt+F4 for skips
Be sure to check the rules and guides for more info about them.
Other categories (Any% glitchless / restricted, 100%, etc.) will be opening as interest or runners start showing up.
