Most of the time, as long as you have video footage of any quality, the run will be accepted. it is preferred that you have a capture card, but if you're only able to use a video camera or a cell phone, that will typically be accepted. (It really depends on the mods of the game(s) you wish to run. Some mods are more strict than others when it comes to that, but it shouldn't be an issue as long as you say before-hand). ^^
That sounds good. Now that I think about it, having Individual Levels may make the leaderboard a bit cluttered. xD
Maybe IL levels (i.e. Rainbow Palm Cove - 4, Sorbet Summit - 6, etc); and maybe the individual worlds as well.
If the player who submitted the run is a mod of that game, I recommend asking them (doing it nicely will increase the chances, I've found) to explain why they choose the rules like that, and if possible, suggest that the rules are changed.

I agree. My first speedrun was over 3 hours long (and my PB for it is currently 2 hours. It really depends on what you like. Granted, some games are easier for beginners, but that doesn't always mean that the "easy" games are meant for that particular person. It really depends on their (a) skill level, (b), dedication, (c), how much time they have, and (d), how much they enjoy that particular game.
