It isn't something that you need to worry about in terms of the run or submission itself. The timer is tied to the server, which causes the timer to desync and display a different time from what you actually achieved; it keeps going when it shouldn't, the race finish screen shows up at different times, etc. We manually retime runs and input the correct time.
You don't need to do that if you don't want to, we'll still manually retime any runs submitted.
No, because timebug can happen even without 17mins having passed. All runs will be manually retimed, regardless of how long they are. There's a few runs verified which you can check to see how much the in-game timer varies from the real time.

According to the rules, the timer starts when you press Race and ends when you cross the finish line of the last track. Has there been runs where this has not been accounted by the person reviewing the run?
Yes, you may use any car as you see fit and also yeah, you're basically doing it as if it were a normal any% run. I may have to amend the rules a bit for NG+ then, to state you need to get atleast 3rd place. Nice spot!
I'd recommend just checking the speedrun as it's less than 15 minutes.
Also, one more thing I'd like to mention since you said that rx didn't contact you, while that may be true, you were very much made aware of his request for the source code, since you yourself actually used a screenshot from a chat with him that I had provided. The screenshot in question is from August 14th, which I'll be providing in full below.
Screenshot #1 is from the RRP server where you DIRECTLY REPLY to said screenshot, attaching it yourself, and this is the full screenshot where you can see that he asks for it, on top of what I had sent to GTB (per rx's request) and also sent to you later, which I didn't think I'd have to do because I expected GTB to send it to you, as I'd asked him to.

As for @Sewal, it's cool that the credits are there in the Kickstart program itself, why aren't they also on the site? As for the legal notice which now shows a statement about generating a hash, as you can see in this snapshot of the site on the Wayback Machine from May 17th, 2024, you will see that it was not there before, showing it has been added recently.. sketchy, sketchy. Should have been there from the get go. In regards to the false positives, we've never outright stated that it does contain malware, just highly suspicious activity which makes use of drivers it never should be trying to. (EDIT: Added reason for mod take down as provided directly by rx)
It was actually rx himself who directly also requested the source code. I don't have control over him or nfsmods.xyz, and he was the one who took your mod off the site. Looking through the unpacked .exe with memory viewer isn't illegal either, nor does anyone need your permission to do so. As I had posted on RRP (and it was later deleted, shocker), noone is actually listed there and given credit for the use of their code (regardless of the fact that it is open source, as the licenses they are under require you to give credit).
Had that been truly the case, then Kickstart would not have been taken down from the website that used to host it. Why would the mod be taken down for the website if there weren't any valid concerns over it? What Redhair had stated in his response was essentially just denying what we said and not really providing with much of any evidence to the contrary as well as disregarding the concerns brought up by simply saying "how is it relevant"? It does not paint a positive picture for him to respond to us asking "why is your tool accessing printer drivers" with "I don't know, probably some library I used" and then changing that to "it's for compatibility reasons". Compatibility with what exactly?

There is now a car filter, which will allow you to bypass this by filtering runs.
