No. Your No Modswap run will reallocated to No Modswap if you submit it to Modswap.
It can be inconclusive, as various games (such as most of the NFS games) are capped at 30fps on console, regardless of whether or not it's PAL/NTSC, so I don't think it'd be doing much of a difference in this instance. However, should you feel that this is indeed something you think could be a likely factor, feel free to reach out to me on Discord in the Need for Speedruns server and I'll pass you over my savegame that's for the NTSC release.
Well, if you're doing a full game speedrun, a timer would be very much appreciated, it's quite easy to setup if you just check a guide on YouTube. If it's just hot laps on a track, no additional timer is needed.
Probably that you haven't properly setup your controls in the controller setup page. Look up a tutorial on how to do that, if you need it.
Using emulators on mobile, such as AetherSX2 for example, is not allowed however.

It isn't something that you need to worry about in terms of the run or submission itself. The timer is tied to the server, which causes the timer to desync and display a different time from what you actually achieved; it keeps going when it shouldn't, the race finish screen shows up at different times, etc. We manually retime runs and input the correct time.
You don't need to do that if you don't want to, we'll still manually retime any runs submitted.
No, because timebug can happen even without 17mins having passed. All runs will be manually retimed, regardless of how long they are. There's a few runs verified which you can check to see how much the in-game timer varies from the real time.

According to the rules, the timer starts when you press Race and ends when you cross the finish line of the last track. Has there been runs where this has not been accounted by the person reviewing the run?
Yes, you may use any car as you see fit and also yeah, you're basically doing it as if it were a normal any% run. I may have to amend the rules a bit for NG+ then, to state you need to get atleast 3rd place. Nice spot!
