I'd definitely say yes. There seems to be consensus leaning towards this direction too, so how about we make it so?

As for timing policy, are you the only runner? If so, then you set the policy. I would probably go with a system that excludes load times, since they can vary from system to system. If that means you have to manually time the loads in order to subtract them from the total time, then unfortunately that's something you would have to do :/. That's my best suggestion.

Most people use multible capture-cards, one for each kable/connection type (HDMI, Component, Composite, ...).
I use a quite weird setup to convert Component/Composite to HDMI and only use one capture card then.

Before that, I wanted to check if there's a capture-card which DOES feature all of them and found one ... literally only one xD
