IL runs have to be done in Time Attack, but that forces you to play as Sonic without Tails. How can I do IL runs with other characters?

Hey everyone. I'm planning to run this game using the DeSmuME emulator. Is this option okay, or is there a better more preferred emulator? I haven't uploaded any speedruns since Sonic 2 (2013) 2 years ago, and since that was on mobile, I never ran into this question. Thanks everyone.
