I've tried this now and I think this could actually work. It wasn't as bad as I feared regarding storing the gear as all my items could fit in my character's inventory. The run for anyone interested:

I see your point but I vote against such a ban. There are many types of hardware that will give the runner an advantage including using a PS4 instead of a Switch/Xbox or using a PC with SSD. These benefits however are not unobtainable for other runners compared to e.g. legacy gear that can no longer be found in the current patches of the game (and even legacy gear is currently not banned either).
Another aspect to consider is that a hardware ban might become irrelevant at some point and it would just be another rule to maintain/update. If 21:9 is the common aspect ratio in 1-2 years, it seems silly to force runners to reduce their screen ratio in the same way that we don't require those with 16:9 monitors to use 4:3 today.
Instead of a ban, I suggest that we add the ratio to the leaderboard columns similar to the the console category's 'platform' column or co-op's 'player count'. That would mean that those without 21:9 monitors can filter out these runs but still compete with them if they want to. I don't know what is possible to do on speedrun.com but I think it would be optimal if the field wasn't mandatory and if left blank, it would just state 'unknown'. Moderators/verifiers should be able to fill out the missing ratios in existing runs (if they want to) and new runners should not be forced to know whether they are running 16:9, 16:10 or something else.
I would like to see some comparisons, especially for the cases where you believe the advantage is significant.

The latest Any% NG run was from October 2020 (demon hunter). If you look at all the D3 categories there will be even more recent entries. Though I haven't watched all Any% NG WRs, I'm quite sure that most (if not all) can be improved. I'm way more interested in Any NG+ runs though as they're faster and more fun in my opinion.
A long time ago, I took up the challenge of beating each set dungeon as fast as possible. I enjoyed it and I think it is one of the more "obvious" things to speedrun in Diablo 3 due to the in-game timer but I think making it a speedrun category would be difficult for two reasons:
- There are 28 set dungeons - potentially 35 if the new sets get a set dungeon as well. That's 28 builds you need to store in your stash if you want to run all dungeons. I have no idea how I would even store builds for just one class at the moment.
- Just competing to get the lowest time would not make sense for the Natalya set dungeon (demon hunter). The best time you can achieve is 90 seconds.
