Hey! As I'm not a moderator I can't answer this to the most truthful degree but by my understanding:
a) The timer stops as soon as the winner is revealed, no matter whether it is you or the AI
b) The timer starts when the + button is pressed, not when the loading screen ends.
c) When the timer ends it is on the moment the winner is selected.

However, in relation to the second question, I think that the rules should be adjusted to start upon the loading screen ends as the times can be different between game versions.
