actually 1.0 is faster, because 1.1 fixed stuff which would save time.

The reason why there is one star collected in Abandoned Outpost (i assume you are talking about the overworld 2 early route) because it was figured out that you need (if i remember correctly) 48 stars to enter course 10 but in the route you only get 47 stars till then so that star is kinda needed.
