you need to start the pause buffer at the lowest point possible. Once there, hold and release the pause button roughly 10 times. Technically, it's possible with 8, but just for safety it is probably best to do atleast 10.
There's a 3 frame window to do 10 pauses. If you miss it, you'll need upwards of 15, maybe 20, pauses.
If you keep missing it, then at some point you just gotta keep buffering. The best way to tell when you have enough speed is to unpause when marios body is below the quality box, that way you don't have to pause a specific amount of times or pause more than you need.
