I'm submitting a new record but I don't know which category to use. Last time I used the Switch 30th Anniversary Collection, and submited my record under the "Arcade" section, but now (as of May 2021) there's another category "30th Anniversary" Isn't the same version? Which one we should use?

Yes, if you play the 30th Anniversary Collection version, then it definitely goes under the "30th Anniversary" category whether you're playing on Switch, PC, PS4, or Xbox. It was determined that the collection runs at a different speed than the arcade originals, so we had to separate them.
