Using Bandicam, you can limit your fps easily using a hotkey. You'll need this to run FPS Limit.

Bandicam (free version)

A tool to remove the border around windows when playing games in windowed mode. Used to alt-tab out of the game and change your fps cap during level transitions without pausing the game.

This is currently only used during the transition between 4-2 and 4-3.
