This run used the NTSC C64C BIOS meaning the game ran ~17% faster than in the 3 existing PAL runs. The Mario Kart 64 SRC page solves this issue by converting PAL times to NTSC and vice versa. This solution may not be applicable here because the game seemingly has differing behaviors depending on BIOS. C64 Popeye was programmed with the NTSC BIOS in mind anyway so I'm not sure a solution is even necessary lul.
I wish I could actually choose "Commodore 64" as a platform instead of submitting it as being run on NES.
