Probably missing something but, how do you 100% without free play? Or is it 100% of what you can do without coming back and free play it?

I'm guessing it's a copy/paste error. I would think that it would allow free play so that you can go back into the levels to collect everything that you cannot collect in story mode. You could try messaging the mod to have him correct the rules.
