Step to step how to change your graphics to ultra low in the form of text if you don't want to watch the video below (since it's low quality just like the game after this huge tutorial):

Go to your game's root directory, e.g.: C:\Program Files (x86)\Steam\steamapps\common\Hitman Blood Money

Open hitmanbloodmoney.ini with notepad (or anything which works with .ini files)
3a. Scroll down to TextureResolution 3b. If you can't see "TextureResolution" anywhere in your hitmanbloodmoney.ini, just add this line manually, e.g. at the very end of the .ini file

Change the value of TextureResolution to 9

Save the .ini file

You can now enjoy the game with super low graphics
Note: Game'll crash whenever you would like to open render options (video settings) in-game, so you won't be able to change resolution, etc. To revert this side effect, change the "TextureResolution" value to "3" - 3 is the lowest - acceptable by game - value.
Why would you use this type of graphics? - Mainly for Any%, since it is useful for Requiem (literally 0 bushes, I'd recommend taking a look at Requiem Any% ILs)
