For new runners, a V-Meter and TSCID are both memory values that are displayed over your livesplit to make sure runs aren't cheated. The V-Meter and TSCID are both required for top 3 runs on every category (with the exception of freerun) that are ran on PC. This means console players are free and don't have to do it (since it's pretty much impossible to do so on console). These two are both very easy to download and set-up. First you'll need to download the memory graph add-on and paste the DLL into your livesplit components folder. Second, you'll need to download the V-Meter/TSCID layout and open it using livesplit. Finally, you'll need to either open another livesplit with the timer on it or you'll need to add a timer and splits on the V-Meter/TSCID layout (as long as you aren't messing with the memory graph stuff).
Realistic/Veteran Difficulty
On the realistic or veteran difficulty categories, you will need to use a V-Meter, TSCID, AND Dif-Meter. The Dif-Meter is ONLY required on realistic/veteran mode (top 5 runs on PC) and does not need to be used on any other category. You can use this by downloading the Dif-Meter Layout (and having the memory graph DLL of course). The Dif-Meter Layout will have the TSCID and the V-Meter as well so you won't need to open another livesplit.
