Maryland, USAI think if people are as adamant about this as they say they are, maybe people could donate the 60-80$. I know I would. The change this would bring is absolutely astounding. Cartridge times are now updated, no randomness in loads, this would completely level the playing field.

I recently joined a discord (https://discord.gg/gjAxVk) that has a video auto splitter in the works. I questioned about a possibility for one and they said it could be easy. I will look more into it but would be used to cut out loading times. It would also make playing cartridge better, but I will need some help to pursue this option more. Thoughts?
Flap means one lap, like how fast you can go around one rotation of the track. Sorry for not specifying
I don't think they have Flap though, I think an addition of Flap would be good, although it might be better on that page
While there is already a large number of categories and adding more regular ones would crowd the leaderboards too much, I think an addition of IL's for 3lap, and especially Flap would be beneficial because I cannot really find anywhere that has Flap documented correctly. An IL addition could be good but there could be a separate Mario Kart 8 Deluxe Leaderboards, like category extensions, just for 3lap and Flap. If enough people say they like a category extension idea, I'll try and get it up and running with 3lap and Flap.
