For something like this, separate PAL and NTSC. If it's that drastic of a difference, and you want everyone to play fair, just separate them. Doing math/conversions just sounds wack, and very confusing.
If you have a fiber connection and perfect elements, it's only going to load and run as fast as a PS3. As Major already said, PSNow just emulates a PS3. There is no point to separation.
Emulate is a loose term in this sense. PSNow emulates, or represents a PS3. RPCS3 is totally different, 3rd party and not comparable.

Unfortunately even if you play perfect, the loads/lag/etc. just can't compete with PS3. Plus there are exclusive glitches that are PS2 only, thus needing the separation even more.
Yes but if you submit the run will be hidden from the boards by default. You can go into the filters and show emulator runs but they won't be visible until you filter them.
