Hello! Unfortunately no game mods are active in this game so I would not expect leaderboards appear here any time soon. But on the bright side http://www.soniccenter.org/ provides fine-grained IL leaderboards for sonic games including SUWii. Feel free to submit your times there.
Ah yeah, ledge is stupidly small (not like that is OOB anyways). For a proper fast strat you do not need to land there but for an easier setup just hold backwards after getting off the wall.
I am doing Out of Bounds breakthrough on this video with a beginner setup for Apotos Night 2 skip: . About combo to gain height, I usually call it "Double Jump Slash". There are 2 different things to notice. 1) you need to be sure you know timing for regular double jump - you have to time 2nd A button press to gain as many height as possible, make sure you know perfectly this timing. 2) you need to press L+R on the closest next frame after 2nd A press - this might be a bit lenient but requires some practice. If you press L+R too early, you won't do slash, too early, glitch won't work. You will need to play around timing for yourself there but you can make it pretty consistently.
Hello! You will need to press Start button to skip cutscenes. You can also find useful inputs for cutscenes skips + any% route at http://pastebin.com/zknYABXq (guide by CrypticJacknife).
This route was made to go to DDD as early as possible not to have crash in a good run.But if 4,5,15,20 star cutscenes will be skipped, this route will save 20-30 seconds.
EDIT: Cutscenes are not skipped, go for this route only if you want to do c7 as early as possible

We can't use igt time if runner game overed - nothing will be saved. See for example time difference in space's run ;)
Also, split code for 100% looks horrible, maybe you should add some newlines to it.
In my opinion, any% does not require that much splits like //TO THE MOOOOON! split. Also, when you die in any bowser, your splitter will split once more for entering bowser again.
I think we should stick to splits: OW1 Bowser's Fiery Castle Bowser OW2 Shadow Factory Shadow Mario OW3 Rashay's Moon Cellar Rashay Phase 1 Rashay Phase 2
But Shigeru Miyamoto did not say anything, but Kaze did :) And I like current timing because all slow resets are eliminated, it is easy to write autosplitter and 0/1 star runs are already timed by enter start door timing. So I think we should stick to current timing.

In my opinion, All Day Stages/All Night Stages should be added as they are short categories unlike any% that shows off skills of player. So I think we should really add these categories and mimic Sonic Unleashed 360/PS3 version. Also, there is no 100% category that has some runs done.
