His runs got accepted already, the problem is that they are on the categories meant for console runs.

I am 7 months late, but your speedrun has been allowed on a non-emulator leaderboard which has me very worried about the moderation that goes through.
I could easily rerun this game much faster on Emulator and I wouldn't care if there was a separate board for it. The runs that I did on my Physical PS2 were many in order to get the time down to 58 minutes and its unfair.
There are many smart ways to improve runs in Fresh files, the problem is the game can get very finicky and difficult at times. Me and Sweptu were very close to get to the point of skipping levels but never nailed down the exact way other than the NG+ method with the elevator.
Your run is still posted as a PS2 Hardware run which is unfair to everyone else playing on Hardware, Mods need to add a PS2 emu section.
There is no "race" between regions, people can choose to run whichever region they want. I ran Tokyo-seoul because it was unique, not because I could get a gold medal, I have 5 WR and I don't have the "need" for another WR, people can see for themselves if they want to run EU,US,KR,JP. Region is literally irrelevant to the game's actual name.
Unfortunately The game was released with the same IP to all countries even if the naming is different, There are also many games which have large variations between regions.
I cannot differentiate regions of the game just because one country is better than the other.
ps. Tokyo Geneva runs faster than Tokyo-Seoul even if seoul has faster cars.
I changed the rules for the reason that you don't save time by slowing down, and hence why there is another category for those that want to do the course licence at Gold status and not waste time doing the 100%.
There are some shortcuts that you can perform in each track, although nothing that will get you out of bounds, if you happen to find something that would be nice.
The rules for Any% has been clarified that even if there is a complete save file people can still run the game on that category which improves timing greatly. This has been clarified because the run is suggested to be "Any%" So as long as all of the Stages are completed by the runner it is a valid run.
Gold License Course and 100% should be completed in a new save as having every stage in Silver and Bronze will prove unfair advantage over the players having to wait less for prize cutscenes to end.

This goes way beyond the normal way of running games. Won't be happening since save states should be used strictly for practice only.
To answer your other question.
Emulators have been proven to be sufficiently slower than consoles for years now, this is due to the fact that the computer is trying to vitrualise all of the components that a console has, in some games it is faster than a console because of the game being not properly optimised for the console it was designed for.
I am at the process of timing your run to see if you've added time by mistake or not.

I already mentioned R-Type Final is a very heavy game because it wasn't optimised for PS2 Specifications. I added 2 categories that define which run is emulated and which is not.
