Are you sure its not 1.3.3.0? That should be the most recent version for xbox game pass to my knowledge, and yes, you can submit that as being played on PC.

Yeah, like you said, a button that unpresses itself automatically is not allowed. JoyToKey is probably the way to go
Anything that goes beyond binding buttons to actions directly is not allowed. Multiple actions bound to a single button is allowed as long as it essentially functions as pressing multiple buttons at the same time. This is mostly done to even the playing field across keyboard and controller on PC, as keyboard in game bindings allow for a lot more things than the controller in game bindings.
If your software essentially emulates pressing down + dash on frame 1 and right on frame 2, thats a macro and not allowed for obvious reasons (bind a sequence of TAS inputs for a "play the game in 21:59 minutes button").
I would recommend joining the celeste discord and getting in touch with the modding community/Everest Dev team there and describe your problem to them if you are certain that it only happens with Everest installed
We usually decide this on a case by case basis, but if the total "down time" bewteen chapters during an any% run is less than 5-8min you would be on the safe side. Generally keeping the down time to a minimum would be preferred, but it's also pretty rare that runs get rejected for this. For longer categories we might be a bit more lenient with that rule as well, as long as you dont practice part of the run during those breaks on a 2nd computer on anything like that

No, that rule pretty much only exists with consoles in mind, since they are behind a couple versions. I would recommend joining the discord and ask for help there. Some useful information would be: Where did you get the game? What version are you currently running?
