100% No IE/SRM, and one with SRM there is already a max% no IE. But this requires extra HP's, and getting lesser upgrades to count as items. With 100% no IE, only the max upgrade of things would be needed from from source, you can get bomb upgrades by beating DC and collecting upgrades without picking up the original bomb bag. U can then pick up the original bomb bag and it will put the bag in the inventory over bombchu slot, so u can then pick up bombchus without explosives ever being in your inventory. (Bombchus will not overwrite the bomb bag in inventory.) But this allows you to pick up all items for 100% completion without ever having explosives in your inventory.
