What would 100% consist of? All Creators feels like the closest thing, aside from that make every item or something? If so, tracking / confirming that sounds tedious.

On PC you can download the censored version either in the Resources Tab here or in the pinned messages in the Discord Server. On console you would have to obtain the game from a region that has it censored (Australia and EU are the most common I believe). The thread you seem to be referencing looks like it was from 4 years ago and says that it skips several cutscenes that would save time, my guess is that the person wanted an uncensored version since it was easier to get (or at least more common because America).

I think I spent like 10-15 hours filling out / organizing that spreadsheet lol. I was thinking of trying this again during winter break so if you do try, message me on discord I may join you. Also just an fyi, cook is the worst in this challenge

I did an All Creators Run where I tried to buy as little as possible (more as a challenge run than a speedrun but at this point I don't think I can turn off the part of my brain that says "go fast") and ended up getting a time of 108:10. I only bought items that could only be obtained through a shop (according to the wiki), houses, and trips to Cacto Cove because I couldn't be bothered to route those out and I forgot that the royal pass makes those free (I am pretty sure anyway, not positive if I ever actually tried it). Lunares Coins were free game because shockingly my sanity does have a limit. I played this on emulator so I don't think I can submit it, but I was happy with how this turned out and wanted to share it. If anyone else is insane enough to want to try this I have a whole spreadsheet with all the items and where to get them that should have minimal mistakes, I used it for my playthrough and fixed any issues I remember running into.
