It was never explained in the game and it's weirdly precise, so I assume it's a glitch.

You need to press jump button twice, but it requires specific timing, so work on that.

This bug can be used to reach some places, instead of waiting for Angor Rot's assist, which takes longer time to perform and this bug makes it pretty useless.

Also, it's not very reliable on the moving platforms, maybe just harder to do it correctly.
