Infinite load screens when not limiting the framerate are still in TBOGT (Momma's Boy and Sexy Time), vsync actually limits the game properly now (eg. vsync at 60hz = 60fps instead of ~53fps).
Performance seems to be more or less the same as 1.7 for me except load screens are 50% to 100% longer (with the same SSD). Especially apparent in the initial loads of both the episodes. I still get bad CPU and GPU usage and some stuttering while driving in the episodes on all shadow settings except very high (night shadows off, view/detail distance 24) which maxed out my GPU but the framerate was still the same as high/medium shadows (40-80 fps). My CPU is Intel Core i7 3930k at 4.20ghz and GPU is Nvidia GTX 780 with relatively up-to-date drivers and I have 16gb of RAM.
I went back to 1.4 for IV and 1.1.2.0 for EFLC.
Any% will always be any% but I wouldn't mind a new no duping/omf fuckery category, especially if people would run it, wink wink.
You can also use Paramedic to get rid of the remaining mission instance. Also confirmed it works on the japanese version too.
Based on my observations of pitpo's streams I believe the emulators he tried (medna and xebra) are faster than real hardware in some parts. For example the first long straight in Rufus after the little bridge, around Jean Paul's house some parts of downtown SF in Cosy and the part of town after Beverly Hills in cop car. In general I think they're pretty accurate but they seem more consistently smooth to me. Again this is from watching a stream so these should be taken with a grain of salt.
Also the first attempt I saw pitpo do on NTSC he got a time on Ticco's Ride that was a good 4 seconds faster than my sum of golds. Now granted I improved my TBJ gold by a couple seconds since then but I think the emulator had some assistance in that time.
The load times of those emulators seem to be about equal to PS2 FDS which I also don't think is right. FDS loads save about 2 seconds on every mission load over SDS and I'm fairly sure an actual PS1 is even slower than that. Emulator loads should be as close to PS1 loads as possible.
I vote B, mostly because of possible future developments described by Powdinet and for leaderboards consistency.

I recently found out that you can also start Ride in the Park and fail (get out of the car) to cancel the ghost mission, very convenient seeing as the mission is right there. Gripped also works for this. Multistorey Mayhem and Patriot Playground crash the game.
Some minor things I looked into today. These may be known already but I don't recall anyone ever telling me about these or seeing someone do them in runs.
Pest Control 2 strategy I will do in runs from now on. Very safe and can be extremely fast. Equip your weapon of choice before entering the car and kill the escort car 2-3s after you fire at Ray's car.
Armour pick up for Tunnel of Death. Should cost no to barely any time.
There is also a health pack one block south and west from where you kill the dudes in Payback. Would've been useful for me to know yesterday. :<
I thought about this a fair bit. I can see both ways but in the end I keep coming back to the "high quality recording" argument and thinking about how many workarounds there are to lower your fps at any given time so it seems silly to ban external limiters wheter they be official or unofficial. All of this would be a non-issue if there was a working in-game solution but alas, rockstar coding reigns supreme.
I vote for option A.
This isn't about stats not getting reset, they do. This is about the "exp" not getting reset.
All stats in this game require a certain amount of "exp" before the game gives you an upgrade, for example a certain amount of time spent underwater for lung capacity or a certain distance ridden with a bicycle for cycling skill. That "exp" amount is not reset if you start a new game without restarting the game first.
If you look at overcooler's video he cycles until he gets a cycling skill upgrade, then cycles some more after that and when he starts a new game he gets the first cycling skill upgrade much earlier than he's supposed to. That applies for all stats: stamina, max health, muscle, lung capacity, vehicle skills etc. Same applies to unlocked girlfriend special abilities, they don't get reset on new game.
It is because of this that 100% and now All missions need a fresh start because fat and muscle levels make a difference in dating girlfriends (plus vehicle skills in 100%). I wouldn't be opposed to doing it for any% as well but as of now it's not enforced and you're only required to restart the game for diving time.
100 tags was a popular race category a while ago and I figure that's why it was added, same with Kingdom Come in gta3, nobody really does "attempts" of that.
Anyways, if people are actually going to be running this category then I'm not opposed to it being on leaderboards.

All you have to do to get them to spawn is press look back after you kill the last guy of the first group..
I was looking around to find a solution for the heli lifting off at the safehouse after exiting and I found this on GTA wikia:
"There is a glitch involving the Police Maverick in Grand Theft Auto IV where once Niko gets out, the helicopter will start flying away and fall once it is realized that there is no pilot. This is because the game still reads the helicopter as AI-Controlled. Holding Y (Xbox 360) or Triangle (PS3) to shut off the engine will prevent this." I couldn't really test myself because I suck at shooting the heli pilot but worth a try at least.
