EnglandI'd say as long as you know the game and the route you're taking, as many as you feel comfortable with. I did 2 casual run throughs of Lego Batman before I started running it, then started working on the routing from there.

If accepted, which it should be, you will be placed at the moderator for the game, and you will have 2 weeks to set the board up. If it isn't set up within that time frame, the game will be removed, and you will likely be denied if you request the game again.
You can submit it from where ever you like, although only YouTube, Twitch and something else (A japanese video site, unsure of the name) have embedding enabled for them.
The closest thing I can find to your description would be Power Blade. https://en.wikipedia.org/wiki/Power_Blade Boomerang, power ups, city like environment.
Have you taken your claim for moderation to the people on the Resident Evil 2 sub-forums? Taking a quick look there it looks like you haven't asked at all. This is a ¤¤last resort¤¤ thread, you know, if mods are inactive or out-right refusing to do their jobs. If you haven't taken the time to try and contact one of the 5 (Logged in within the past week) active mods of the game then you have no right to be asking for moderation rights here.
Games you like are always a good place to start. If you don't want to be spending money then pick a genre you like and maybe find some flash games you could run? Newgrounds, Armor Games and Kongregate are always a good places to start with for things like that.
We can't pick games for you to run because we aren't you. We have different tastes than you, we don't know what you like, dislike etc.

The purpose of rejecting runs is exactly this. It's basically saying, "This run doesn't abide by the rules set, so the run is being declined." Even if the runs have been accepted in the past, if the community at large accepts the changes, it's the best way to notify segmented runners that that type of run is no longer accepted.
@NeoSlash72 As I stated in the thread you started earlier, there is a mod that is active for the game. Try contacting them first, and if you get no response try here. This is more as a last resort thread.
There is a thread over on "The Site" part of the forums for asking for modship for a game, however I suggest you ask a mod of the game first. Kanjo hasn't been on in a week, however the other mod, chibizer0, was last on 5 hours ago and should see your request.

If you were inactive an admin may have removed you. There was a bit of a shuffle for some of the lego games. Silentjay was promoted to supermod of all lego games, perhaps you were removed. You may want to go dig around the moderator request thread, see if there's any mention there.
This entirely depends on the community of the game. A copy of your splits, whether a screenshot or an upload somewhere like splits.io, will likely be accepted on smaller games for a none first place run, as long as the splits provided are viable. Video evidence is required by most communities for a first place run.
If you're unsure you can always ask a mod of the game what they would accept.
If you've been waiting a week, and there are 2 mods that have been active within that week, I would suggest asking for mod in the thread I posted above then.
All runs are validated manually which means, as Trollbear666 said, it will depend on the mods of the game. Just took a quick look at the mods of Mike Tyson's Punch-out and the active mod was on 4 hours ago, and is in Sweden. This means they will likely either look back tonight or should hopefully look back again tomorrow and verify your time.

Keyboard and mouse is great for some things, however stuff like precise 3d platforming is not one of them. I doubt I could do half the skips I do in Lego Batman using just a keyboard and mouse.
I definitely prefer the Playstation style controllers however I can easily switch between just about any style.
