Bizhawk should be permitted if I recall correctly. I believe it runs on the Mednafen core, which is permitted by the leaderboards.
You are absolutely allowed to play on keyboard if you don't have a controller.
Fun fact: ExarionU, who is the record holder for 5 and 15-card mod speedruns, plays on a keyboard.
The game should normally run at 60 FPS so that is what you would need to go with. Running it at anything higher than that, would basically make a run invalid.

NTSC is the version everyone runs because NTSC runs at 60 FPS, where as PAL runs at 50 FPS. That's why everyone runs NTSC versions of this game.
I'm going to assume at this time that it is not. However, I am not an SRC mod so I'm not sure what the official ruling is. I'll have to wait and see what the SRC mods have to say.
Original hardware is always preferred when doing runs, but should a runner do a run of this game on emulator, the only emulator that I know is accepted is Project64 v1.6. When looking at the "View Rules" tab on the leaderboards, it should explain more of that and what is accepted and what is not.
I was actually about to ask what the definition of a 100% category would be for this game, but I saw my answer in this forum lol. Anyways, I might try this out at some point and I think that winning every race seems fair to me.
Another thing I wanted to ask since we are on this topic. Let's say if someone did want to do speedruns of this game, do you think there should be a separate category for anyone that wants to do the hard difficulty or something like that? I was just curious and wanted to ask.

I had a question in regards to speedrunning this mode. Now let's say I do start a run of Deception Konquest. Would I have to show the difficulty before I can start my timer when beginning on the konquest mode, or does difficulty not matter in this mode?
