ball launch and boat skip is similar can be done and almost same distance forward.
As jakolenjoyer said, the boat skip or rather coined "The Stowaway Skip" is not RNG and is a balance of spamming space, camera setups, and various visual elements. (I've not performed this myself, however I've seen various of Distortion2, LanceSRL and others do this pretty consistently with their balancing).
As for the soccer ball skip/jump or "Ball Skip" it was voted by the community to be banned in all of Any% (With Launch & Launchless). I've performed ball skip in Elevator% and can say it's a bit more "finicky" and is really how you land and your pervious momentum to get the right launch. Keep in mind this was a voted decision by the community.
The glitch increases speed or opens up new strategies that can still be performed consistently.
