Regarding Classic% and Any%, and I guess 100%, All Mission%, etc.

I'd say 3, because if you're going to pay money for a console anyway then you might as well pay for the DLCs and allow them, but make sure they're allowed on all consoles so you don't have to pay for a console that functions almost the same as the one you have. it seems quite arbitrary so maybe 1 or 6 are the better choices
1 as part of classic rules. Since i consider "starting from zero" as classic and having weapons in your inventory, cars/helicopter in your garage and a ton of money isn't really zero.
5 for anything else
edit after reading ryedawgs post: if DLC stuff is only unlocked with progress and not from start, i'll take 2 for classic rules.
(Everyone needs to remember the difference between PC and console Vice City. Exclusiveness shouldn't matter.)
For all of the "No DLC" people, remember that there'll be people who'll want to download DLC, both free and paid, for use in MP. This may turn into an issue when it comes to how this DLC transfers over into SP. It'd be a shame to discourage potential runners due to worries of accidentally pulling out a DLC weapon and killing a few guys or getting into a DLC vehicle for a moment. Who knows what issues may arise in this area, the ones I named can't possibly be the only concerns. Not allowing DLC may seem like a simpler way of handling this, but it may actually end up creating problems. Additionally, adding more arbitrary categories is also a horrible idea because it splits up the community. Yeah think about vice city, thats massive disadvantage to ps2 players, but lets be honest, on pc the times are always faster. Atleast it looks like that to me.
Before I say an answer I'm going to point out how bad Jolzi's "Classic% should be starting from zero because that's how the older games worked" point is. It brings up the point I keep going on about; how bad the name "Classic%" is and how it could lead to many arbitrary rules, all because "well, that's the classic way of doing things". It's even worse now that Vice City involves many warping tricks which wouldn't be allowed in a Classic% run anyway. It's a horrible name, but it's stuck now so I guess we have to deal with it.
Also point out Ryedawg's "it's not available in next-gen, therefore it's unfair to those people": he's even proven a lot of small differences in next-gen, does that mean if something is slower in next-gen, last-gen shouldn't do it either (and vice-versa)?
I'm sorry ryedawg that you paid $70 for a version which probably isn't faster right now, but that's your problem, not ours. That's how it feels to me right now, because you also own the last-gen version (well, you used to) so it's not because you only own the "inferior" version.
here is my opinion .the only things that should be baned from current gen is the fireworks rocket launcher and the swift helicopter .the other weapons are ok with me including the railgun from next gen but if we all agree with DLC the 2 things will be allowed anyway . i am ok with or without DLC

#5 basically says, you can play on whatever console you want, you can use whatever you want, you can use the free dlc for that console, you can use paid dlc for that console, you don't even have to use dlc, it doesn't matter if the dlc is exclusive to one console, it doesn't matter if a certain feature is exclusive to a console and THE ONLY RULE IS "disallows use of pre-order/returning bonuses and DLC/gains/advantages which are no longer obtainable". There's a reason #5 blew the others out of the water.
The DLC debate and poll was mainly to figure out where the community stands on this issue. These poll results don't mean there can only be two categories, "Classic%" and "Any%", with #5 attached. If there ends up being "Classic% PS4/Xbox One w/ ALL DLC", "Classic% PS4/Xbox One w/ FREE DLC", "Classic% PS4/Xbox One w/ NO DLC", "Classic% PS3/Xbox 360 w/ ALL DLC", "Classic% PS3/Xbox 360 w/ FREE DLC", "Classic% PS3/Xbox 360 w/ NO DLC", "Classic% PC w/ ALL DLC", "Classic% PC w/ FREE DLC", "Classic% PC w/ NO DLC", as individual categories, then I guess we'll have......A LOT of categories! I personally feel this is the wrong way to go, but if this is how things end up, I'll be posting my times in the PC category which lays way for the fastest time.
We need a thread to keep track of all which falls under "disallows use of pre-order/returning bonuses and DLC/gains/advantages which are no longer obtainable".
