Exactly when the stairs end, turn 90 degrees to the left and you appear in the second to last room of the level. If the trick with the "No appearance of the enemies" didn't work, it probably wouldn't have been a pacifist% (0 Goons) run, because a lot of goons are waiting for you in front of the final stairs and are killed by the last charge.
