One hour of racing. If nobody is running your game, you can always do the SRL "Get yourself speedrunning" newbie races they have going for the next 3 weeks. I'm in the same situation where nobody is currently running my game, so I can't get onto the site, but there's ways around it. Best of luck getting the streaming to show up thought :)
For OBS, did you go with the default settings? Try lowering your bitrate to 1000-1200 (if you're streaming), downscale your resolution, lower your FPS to 30, and just in general try and lower your settings. I've had issues setting up OBS before, but it works fine if you know the limits of your computer.

You can put as much time into it as you'd like into running the game, but of course the more hours you spend practicing, the better your skill level will be. It just depends on your schedule really. I spent a couple hours or so every other day to learn a hour and a half game, and it took me a couple of weeks to just get the route down and what to do where, but it may be different with a 40 minute speedrun like yours.

Take a look at the two runs that people have put up for the game so far, and the rules you have to follow when playing. It'll give you a bit of an idea on how to do it and what people have figured out to this point. Feel free to play around with it and try to find your own route after looking at theirs, that's part of the fun of it with a game with only a few people. Make sure to use splits to record your time (RTA = real time attack) since they aren't using the in-game one.

Having a good deal of consistency in the game is important as well. There can be some elements that are random (different boss attacks, etc.), but the controls and things like the Blink forwards and boost jump upwards shouldn't be inconsistent or have varying distances. In-game timer is nice, but most of the time people go by RTA and use outside splits anyways, because in-game methods normally don't consider things like lag, loading screens, pause menus. Another thing would be an easy way to skip any dialogue or minor cutscenes, since that can slow the run down and make it take needlessly longer between attempts.
It looks like it would be a very cool execution-based speedrun and I'm sure with some work you'd have some people on here trying it out.
I'd also have to recommend the Blue Snowball. I've had zero issues setting it up and getting it synced with the rest of my stream, and the quality is much higher than anything I had before. Price isn't bad at all for what you get for it.

You should be fine to talk in whatever language you'd like while you're running. If you mean the version of the game being Spanish, that normally depends on the game and their rules.

Also can be about "grinding out a tough trick" which would be about continually doing a section to get better at executing a certain technique. But in general it's just about doing something for a long time to try and do it consistently or to get a faster time.

I used to speedrun Syndicate (2012), but it was basically two people fighting for a WR and with classes I had zero time to put into it. But it's an EA game that I actually enjoyed and I've considered now with a more open schedule to maybe try it out again. Only downside is that the game has so many unskippable cutscenes, and a couple places where you can get stuck and lose a run to by no fault of your own.
But now I'm doing Call of Juarez: Gunslinger, a game I've enjoyed a ton more. All the points in the game where you have to stop playing (cutscenes, dialogue, etc.) are normally less than a minute minus the final one, and there's a lot of gameplay in between. It aged well for a 2006 game and has a lot of surprisingly similar elements to Borderlands (cell-shading, storytelling similar to Tiny Tina's Assault on Dragon Keep) but set in the Wild West. Hoping to get the time lower in the future and figure out better routes!
