Framerate affects all over the dialogue part ("DAY X" transition to assignment screen). The difference between 60 and 144 is much longer, so not 6-8min.
The difference is 20min in NG+ and 30min in TR (a rough approximate). You can check it yourself via nvidia control panel setting. For runner's convinience, we can apply fps rule only to competent records as other leaderboards do.

The animation speed of Lobotomy Corporation depends on the frame rate.
Other leaderboards with frame rate dependency, including Dark Souls II and Inscryption have adopted the 60 fps rule.
I think that having new rules would be beneficial for fairness.
The first four battles have room for optimization (if you use my strategy).
@Verifier: Is this IGT retimed? It is same as the autosplitter, but AS used in this video seems old one.

Is it allowed to use rapid fire program on keyboard/mouse? For now, they are used in any% run, and they are accepted.
It is said that "Turbo controllers or such with non-native functions are disallowed by default unless specified otherwise in a game's rules. (Exception: Turbografx-16, which has native turbo controller support)" in SR.C's general gameplay rules, so if it is allowed, explicitly describing it on game rule might be better.
