recently a video by generic_mystic was uploaded where he escaped the dungeons and duct tape dlc map using glitches. I was wondering if I completed a speed run of dungeons and duct tape with glitches it would be allowed (unless there is something else stopping it from being a valid run)

If you did complete it with glitches then you could submit it into DnD DLC Solo 'Glitched' run. There isn't currently any runs of people doing that so it would be the first but you can't submit it into the Solo Glitchless category because you used a glitch obviously.
