Timing begins when pressing start on Round 1 before any of the blocks have appeared. Precise timing starts when "Press Start" disappears from the Round 1 screen. Frame 0 is the last frame that Press Start is visible. Frame 1 is the first frame after Press Start is no longer visible.

Timing ends the frame that "Round Clear" appears on the final round of the category.

I like this timing better than the old method. I just never had anyone to discuss it with prier.
