I cant seem to find the DLC on the PSN store, I had it on my old PS3, has it been removed? :( also how can I go about submitting? Will a offscreen picture count? As I do not have a recording device

As far as i know the DLC is still on the JP PSN store, try looking for "free content" and "D", you should eventually find it (you might find the manga scans too, but these aren't free). I've read about it being removed too a while ago, but the DLC was still there, it's just hard to find.

I'll be checking later just in case, when PSN actually works again though.

As for submitting, you can submit pics, as long as your time is on it (also if you can show your name all the time that'd help). It can be either a pic of that one screen after racing (results screen) or in the courses selection screen (results screen is preferred though).
