A new restriction has been added to the game rules for all future submission:

• Frame rate must be limited to 60 FPS using the in-game menu (image underneath this post)

While proof is not necessary, enabling Steam overlay to display the frame rate would be appreciated for verification purposes. Note that runs submitted prior to June 12th will not be subjected to this additional requirement.
