To perform this skip, once you get into the pier for the first time take the normal route but don't talk to Black Cat. The video below demonstrates this while comparing to the old Nightskip 2 method. This skip is roughly 40 seconds faster then the Nightskip 2 (the video says 30, but the nightskip 2 TAS has a 10 second advantage from not needing to talk to Black Cat and I didn't realise this when making the video). This skip doesn't work with the second time talking to Black Cat because Venom spawns in once you have completed either the "Help Nightcrawler" or "Help Green Goblin" task.

Also in the video one of the rooms of enemies are defeated already and this is not a skip, i fought them before the video then saved because I didn't want to TAS them because it's boring and even if i did the time difference would be the exact same since they would beat the enemies and leave the room in the same amount of time each. And there is a splice at 0:27 (in the Allies Skip TAS) mostly to make the TASes fair.
