As fast as I can tell I've been doing the proper input timings, however every single time I do this I get gengar instead of hitmonlee. Can anyone point me in the right direction?

Using Gambatte emulator with default settings. There is no save file either.

Well 10 months later I have come to agree with you, because I've been trying to run 100% for a long time now and usually give up because of the length.

There needs to be optimization I think. I think is potential for a lot of time-saves that no one has found yet.

I'd like to see an addition of categories such as:

Fastest 1000 score no deaths.

Fastest death.

Basically just categories that encourage speed! I think the game would generate more runners (including myself)

I think the rules for 100% are fair enough. I hope to have a 100% run submitted soon :)
