As I always say, feel free to run what you want, but this seems like the most pointless suggestion yet in my opinion
As for cloud, I can't really help as I use a different setup, but I'll answer your question about randomness by saying no. It should be consistent if you do the setup right. No real randomness involved.

As for dark room, there's a paint guide somewhere which shows good visual cues for where to jump (unfortunately I don't have a link to it, but maybe somebody else will)
It's hard for me to see on my phone (especially cause dark room is, well, dark) but I think you want to land a bit sooner before the mechakoopa you're getting hit by. This will give you more time, and hence more leeway, for the jump to kill it
Well first of all I guess I'll explain how boo rings work. When one despawns, its position is saved in memory, and the next one that spawns will spawn in that position. This means that doing room 1 slower will result in a slightly different starting position for the ring in room 2. You can scroll left at the very beginning of room 2 to compensate for this if you need to
People tend to use clamps etc to hold down buttons on other controllers
If you feel like a category would be fun, try it out. If other people see you doing it and join in then that's how it could become a thing, and if enough people do runs of it, it may be added to the leaderboards. This is pretty much my standard response to a new category suggestion; try it out and have fun with it. I think it's important to remember you don't need a leaderboard to do runs of what you find fun :)
There's nothing stopping you from running whatever you want. If a category gets enough people running and enjoying it, then it can be added to the leaderboards over at https://www.speedrun.com/smwext

Incorrect. No matter what category you're running, PAL is different (This is coming from someone who's used both regions a lot)
As TM said, the physics are different, making certain jumps harder etc and in certain situations, the strat used would be completely different. PAL is the slowest version to run on in all situations, and is undoubtedly the hardest too so if it's all you have access too I'd recommend using the NTSC version on an emulator instead of PAL on console. That's how I had to start myself
On second thought, I may have been thinking about the credits warp when I said there's a setup for VC.... I don't think cloud is possible. One of the two, anyway
But yeah, orb works exactly the same as on console
Wii VC is fine. I believe there is a cloud setup on VC, but it's different to the console setup. Orb is exactly the same, and of course glitchless is fine too.

Yeah, there's no real limit on what time you can get before needing proof as far as I know, but if you get sub 13 minutes in 11 exit then you'll need milliseconds or mods will add 0.999 to your time (Only kinda relevant but worth mentioning I guess)
The latter half of this thread perfectly sums up why I think people who don't run a game a lot shouldn't have a say in the way its leaderboards are maintained. Sorry to sound like a dick, cause I know I do right now, but they simply don't understand the game as much. The usual categories of "100%" etc just don't make sense to apply to SMW for various reasons which pretty much all runners understand and agree on.
The whole reason there's always so many arguments over category names is because people try to define them based off of how other games define them. That's a problem. SMW is SMW. You can't base a name or ruleset off a different game because it's exactly that; different. If all games worked the same then sure, moderate them the same way... but they don't. So they aren't.

I've recently noticed that there is a separate game leaderboard for "Out of This World" and "Another World"
These are just the American and European releases for the same game, respectively. Would there be any way to combine these leaderboards, maybe having them as different subcategories?
And to answer the question, I'm 90% sure there's no setup for it. I wouldn't be surprised if I'm wrong though
