I agree with collage in this case. "beating the game" has a vague term in this case. I agree that unlocking the Koenigsegg CC can be seen as beating the game. But having more categories for this game will only clutter it up, imo. So right now I see no need for a category like this.
From my experience, crashing is an EMU thing (at least I've never seen it crash on real hardware). I'm always for running on original hardware and having EMU as an option being a nice to have (since running on console can sometimes be costly or less convenient). For a different game I mod (Skylanders Swap Force in this case) we retime the crash from the moment the game freezes or the console crashes (this is because the game on real hardware is known for crashing from time to time) and then the moment you get back into the game after the menu. Though on that game, the menu is only used to select a savefile. But a crash always loses you time since you have to restart the level after a crash.
So I agree with it being annoying. I could remove the crashing time, but in this case I would do it from the moment the game crashes till the moment you load back into your savefile. This makes it pretty manageable for me to retime instead of having to do a lot of research when the “real run” restarts. And it should be noted in the run description when the crash happens, since I'm not fully rewatching a 7 hour speedrun to check for crashes.

I agree with Blurdecai here. Change the settings of cruise is a normal game function, so I see no reason to ban this. Or do you mean change the cruise settings before the time starts? In that case, I say that has to be done within speedrun time. But changing any other setting before the run should be fine (like audio and stuff)

watching the cutscenes before time starts if you do a both city run. I'd say it is allowed, since it only affects the time a little, but I think you have to show on recording that you pre watch the cutscenes.

I'd say, not a big deal. You can use any car on any level. Since anyone can add the DLC on both emu and real console with a bit of tinkering. And from what I read it only negatively affects you, so I'd say it's allowed.

For the undercover ILs we'll just use real time. Starting from skipping the load till the “mission complete” text is visible on screen.
Okay after chatting with another MOD that isn't really active any more I've come to a conclusion. I'll make a variable for the ILs so that the sped up runs and the normal runs are split. And it shows the normal runs by default. For the full game runs, the Easter egg would be allowed, but it has to be activated within the time of the run.
So thanks again for pointing it out, and I'll start this/next week with implementing the changes.
Thanks for looking into this. Personally, I'm still in favour of banning the Easter egg. But I'll give it some thought over the weekend. But this has given me the needed perspective.
As for the Undercover Job ILs. I'll add them to the leaderboard sometime this week or next week. Should maybe be a good addition. Adding paint job ILs would be pointless in my eyes, so I'll leave those for now.

Also, to answer the question about undercover job ILs. I have thought about adding those but thought maybe it oversaturates the level leaderboard a bit. I'll think about it a little bit, but I might add them later this week.
Oh, wow. Funny Easter egg but kinda a pain in this case… IMO it looks to be intentional. Normally I would be against banning intentional game design, but in this case it would just make it, so every full game run is faster with this exploit.
Question: Does this also affect the in game timer? In that case for ILs it would just be pointless.
And detecting if this Easter egg was used is pretty easy because it just doubles game speed. Which is pretty easy to catch.
So for me the solution would either be adding a variable (another one…) or just banning using this Easter egg to avoid having so many category splits.
For now, if anyone uses it in runs I'll leave it in the queue till we (I say “we” but probably I) will decide what to do with this.
(2 year later response) Just downloaded all the DLC to my Xbox. Never knew this existed. I'll add them in the future.

Sorry for just reading this question. The reason I split them is that loads on emulator are WAAAY faster than on the original console. Meaning that emulator will always be faster than the og console.
I had a lot of time on my hands first half of the year. 2nd half I was busier but still got a few games in:
