Is it suppose to be 21 minutes, 63 seconds, and 83 milliseconds? It's kind of new to me.

Hello. You divide this time by 60 to get the minutes, and the time left is seconds.

In this case -> 2163 : 60 = 36,05

After you will find the seconds -> 60 x 36 = 2160 | 2163.83 - 2160 = 3.83

So, your IGT time is 36min 03s 83ms
