so which version of the game should i get, i notice all the top runs are on ntsc but i dont know if thats just a coincidence or not

NTSC is the version everyone runs because NTSC runs at 60 FPS, where as PAL runs at 50 FPS. That's why everyone runs NTSC versions of this game.

NTSC-J also works, runs practically at 60 as well
